Simulates a scenario where a payin is held by Fiat Republic compliance and subsequently rejected. This endpoint will create a payin, transition it to COMPLIANCE_REVIEW status, and then one minute later transition to REJECTED status. Payins created via this endpoint will also trigger events to relevant webhooks.
